Did not become law. It stopped in the House of Representatives's Judiciary Committee on January 5, 2001. The 2001 session has ended.

What it does

The synopsis the General Assembly published with the bill.

To promote the rehabilitation of persons convicted of certain offenses by authorizing courts to issue a certificate of relief from civil disabilities that would remove any prohibition on a convicted person being employed, holding certain state-issued licenses and permits or participating in certain civic activities such as voting or holding public office if the court finds that such relief is consistent with the rehabilitation of the person and with the public interest.
