The synopsis the General Assembly published with the bill.

To exempt certain permit applicants from the requirement to publish notice of such permit application and of the Department of Environmental Protection's tentative determination on such applications in order for the state to obtain final approval to operate the federal Title V permit program; to require municipalities to make payments into the Special Contaminated Property Remediation and Insurance Fund upon the filing of a Form IV as well as upon the full remediation of the property; to add the general permit for minor activities relating to dams and reservoirs to the list of activities for which the Commissioner of Environmental Protection may issue a temporary authorization; to amend an existing cite to the Connecticut Water Diversion Policy Act by referencing the general permit for minor activities thereby making it consistent with other cities; to designate a single reporting deadline for several Department of Environmental Protection reports to the General Assembly.
