To require electric distribution companies, prior to having moneys due and owing to it deducted from a delinquent account of a customer who uses electricity for heat, to, among other things, enter into and comply with an amortization agreement with such customer and to require such companies to annually submit to the Department of Public Utility Control an implementation plan concerning amortization agreements, counseling, reinstatement of eligibility, and rate impacts.
