What it does
The synopsis the General Assembly published with the bill.
To create a presumption in a judicial or administrative proceeding held pursuant to the Connecticut Environmental Policy Act that the conduct that is the subject of the proceeding is not unreasonably polluting, impairing or destroying the public trust in a natural resource where such conduct complies with a state environmental statutory or regulatory scheme, which presumption may be rebutted by a showing that such scheme is obsolete or otherwise fails to protect the natural resource.
