AN ACT CONCERNING SUBSTANTIVE CHANGES TO THE CODE OF ETHICS FOR PUBLIC OFFICIALS.

Did not become law. It stopped in the House of Representatives's Government Administration and Elections Committee on February 4, 2005. The 2005 session has ended.

What it does

The synopsis the General Assembly published with the bill.

To (1) allow the State Ethics Commission to sanction public officials and state employees who, in their official capacity, counsel or authorize a violation of the Ethics Code for Public Officials, (2) limit the prohibition on gifts from contractors and regulated entities for celebration of a major life event to gifts over one hundred dollars, (3) prohibit gifts over one hundred dollars from lobbyists for celebration of a major life event, (4) extend the application of the Codes of Ethics' gift rules for one year after a public official or state employee leaves state service, (5) close the loophole that allows an individual to circumvent the revolving door prohibition by resigning from state service to take a job with an entity after the state employee or official has negotiated a state contract with the entity but before the contract is signed, (6) require gifts to the state to be approved by the State Ethics Commission under regulations to be enacted by the commission, (7) prohibit legislative employees from lobbying the General Assembly for one year after leaving the General Assembly, (8) require senior legislative staff to file annual Statements of Financial Interests, and (9) prohibit legislators from taking official action on matters that specifically and directly affect their employers.
