What it does

The synopsis the General Assembly published with the bill.

To enable municipalities to have the option of basing their property tax assessments more heavily on land value than on both land value and the value of the improvements on said land in order to promote the development and investment in underutilized properties and to enable municipalities to target specific districts for such a land value tax to specific districts, if they so choose.
