AN ACT ESTABLISHING A PILOT PROGRAM FOR THE DEPARTMENT OF CHILDREN AND FAMILIES TO PLACE ABUSED AND NEGLECTED CHILDREN IN THE CARE OF FAMILIES RATHER THAN INSTITUTIONS.
