The synopsis the General Assembly published with the bill.

To make revisions to public act 20-01 of the July special session in order to allow the Police Officer Standards and Training Council to create a standardized state-wide curriculum; protect against frivolous lawsuits; allow public safety officials to enforce laws and confiscate illegal drugs and weapons; create a working reasonableness standard for the use of force by police officers; sufficiently prepare municipalities, insurers and insureds for the impact of the removal of qualified immunity; save costs by maintaining Police Officer Standards and Training Council certification of law enforcement agencies; and allow for police to use judgment while making split second decisions.
